                            What are research chemicals?

                            Research chemicals are substances made in laboratories by mimicking the active substances in plants. By mapping the chemical structure of plant substances, chemists could easily make small changes to create new substances, such as New Psychoactive Substances (NPS). NPS are also called designer drugs or research chemicals. Well-known research chemicals include 4-MMC, flakka and benzofury.

                            Why are research chemicals banned?

                            Newly Psychoactive Substances (NPS) carry risks because little is known about their health effects. Often, some short-term effects and side effects have been revealed, but especially in the long term, there is a gap in research. Therefore, research increasingly focuses on the risks of the substance classes to which these agents belong. Based on research on these substance classes, general risks become visible as:

                            • Little information on what are dangerous doses. This makes proper dosing difficult, raising the risk of overdose.
                            • There is little control over the quality of substances. As a result, impure substances have also often appeared on the market. 
                            • Despite the substances being made for research, some RCs are addictive.
                            • Research on multiple substances simultaneously often proves dangerous. Combining RCs carries additional risks.

                            Current procedure

                            Substances are placed on the Opium Lists in the Netherlands according to the Opium Act. If these substances are on one of the two lists, they are banned. Several research chemicals, such as 3-MMC and 3-CMC, have now been banned. However, the problem is that the risks were considered for each substance, after which only that substance was banned. Suppliers can make minor changes to the chemical structure, creating a new RC. This NPS could then be sold legally, but had the same health risks as the illegal substance. 

                            What is in the new research chemicals ban?

                            To stop the cat-and-mouse game between the government and suppliers of research chemicals, the new law includes plans to ban entire groups of substances at once. These groups are then too risky for health, so that even research into the effects and functioning of these research chemicals is too risky. This umbrella legislation will add several high-risk substances to the Opium list at once.

                            These are the soon-to-be-banned research chemicals

                            These groups of substances will be added to the Opium list:

                            • Research chemicals derived from already illegal substances, such as 2-FA and 4-FA. All fluorinated RCs fall under this group, such as 4-FMA and 3-MMA. 
                            • Synthetic cannabinoids, such as 7-ADD and 4F-AMB.
                            • Analogues of fentanyl, such as synthetic opioids.
