The current situation: 2-MMC is legal in the Netherlands

Let's be clear: 2-MMC is still legal in the Netherlands, but not for long. Until recently, this substance was not included in the official lists of prohibited substances, but that will soon change. 2-MMC will become illegal in the Netherlands on 1 July 2025. The reason? The most recent amendment to the Opium Act, in which entire groups of chemical substances have been banned at once.

Previously, only individual substances were included on the Opium List. This meant that if a designer drug was modified slightly, it remained technically legal. However, the amendment to the law has put an end to this. The government has decided to ban new psychoactive substances (designer drugs) from 1 July 2025. 2-MMC is now officially included in this ban.

Do you still have 2-MMC at home? Then you risk fines or even criminal prosecution. Sale, possession or production is therefore no longer permitted. Please pay close attention to this, as many online sellers have now adjusted their offerings.

Why was 2-MMC legal and what has changed?

The situation surrounding designer drugs such as 2-MMC has been known as a grey area for years. In other words, it was not approved as a medicine or dietary supplement, but it was also not on the list of prohibited substances. As a result, you can legally buy and possess it until June 2025, often with the note “not for consumption” attached.

Many users reported that the effects of 2-MMC are similar to those of MDMA or speed, but milder. This is precisely what made it popular at parties or among people who were curious about a subtle stimulating effect.

But this popularity also attracted the attention of the government. Doctors and toxicologists had been warning about the risks for some time. And the fact that 2-MMC could be ordered online quite easily, without age verification or quality testing, was reason enough for politicians to intervene. The new amendment to the Opium Act is therefore a direct response to the rapid growth of designer drugs. By banning chemical families as a whole, it has now become much more difficult to develop “legal” alternatives that work in much the same way.

What does this mean for you as a user?

Have you ever used 2-MMC in the past? Or were you thinking about trying it? Then it is good to know that from next month (July 2025) it will be a criminal offence. Not only selling or producing this substance, but also simply possessing it can have legal consequences. So if you still have a capsule, powder or sample lying around somewhere, be careful. 

Compared to 3-MMC, you can still legally buy 2-MMC. But beware: legislation is changing rapidly and not everything you find online is equally safe or responsible. Conclusion: 2-MMC will no longer be legal as of July 2025

The days of legal 2-MMC are coming to an end. While this substance was previously in a legal grey area, the new amendment to the Opium Act will change that as of 1 July 2025. From then on, possession, use and sale will be punishable by law.
